Hi,
How would I begin making a custom npc? Let’s say a npc spawns in, walks over to grab a cart, they pick something from the shelves and then go to register to check out.
I can’t seem to find any tutorials on this.

Try making it one piece at a time. Just start with spawning in the NPC and making it move to a point, like where the carts are. Then figure out what the next step is, and so on and so forth. If you need help getting any of the smaller parts to work then feel free to make more posts asking about those specifically.
