I’m currently have a project and it is a hangout game. The game main target audiences are players with VC. But, my team currently having an issue on how to get our ads target players that are interesting in hangout and have VC. Are there anyways to do this?

I don’t have any experience with ads, but I would assume that targeting ads to older players is likely to get players with VC.
Yes, we already did that but there are still some player with no VCs joined the game and ended up left the game. We are considering about making a 17+ place and then asked youtubers to advertise it. Thanks for your help!
I would advise against making the game 17+, mostly because this limits the number of people who can play your game massively. Since VC is available for 13+ users, you should aim to advertise to that demographic. Although, I think getting youtubers to advertise your game is a good idea. It can increase your potential audience.
