How to go about making a "one-way" weld?

To clarify the title, what I mean by a “one-way” weld is a weld (anything equivalent to this should be fine) in which if part0 moves part1 moves with it though not vice versa as theoretically part1 moving wouldn’t affect part0. For example, a ship with a turret on it as the turret would have to move with the ship though its turning shouldn’t affect the ship in general.
