How to make camera "glitches" similar to this?

How could i make a camera “glitch” effect in a random time? An example of this is in the video below.

I already tried to recreate this system but the only thing i achieved is nothing similar to that.

Video example:

It seems either UI or ViewportFrame

Seems like a regular Frame with the BackgroundColor3 set to a blue color.
You can make a ScreenGUI then set up a frame with Size {1,0},{0.5,0}
Then you set the BackgroundColor3 to something like [102, 201, 255].
Then, normally, make it invisible (Visible would be set to false) and from time to time make it visible using a LocalScript.

something like that:

--28.09.2025 - 22:05 : 57

local ScreenGui = Instance.new("ScreenGui") do
	ScreenGui.IgnoreGuiInset = true
	ScreenGui.ResetOnSpawn = false
	ScreenGui.ScreenInsets = Enum.ScreenInsets.None
	ScreenGui.ZIndexBehavior = Enum.ZIndexBehavior.Sibling
end
--[Children] {
local Frame = Instance.new("Frame") do
	Frame.AnchorPoint = Vector2.new(0.5,1)
	Frame.BackgroundColor3 = Color3.new(23/85,62/85,46/51)
	Frame.BorderColor3 = Color3.new(0,0,0)
	Frame.BorderSizePixel = 0
	Frame.Position = UDim2.new(0.042,0,0.346,0)
	Frame.Rotation = 1
	Frame.Size = UDim2.new(2,0,0.346,0)
	Frame.Parent = ScreenGui
end
--}

Thanks for all the replies, they helped a lot with the making of this.

You need to add a parent to it:

local ScreenGui = Instance.new("ScreenGui") do
	ScreenGui.IgnoreGuiInset = true
	ScreenGui.ResetOnSpawn = false
	ScreenGui.ScreenInsets = Enum.ScreenInsets.None
	ScreenGui.ZIndexBehavior = Enum.ZIndexBehavior.Sibling
    ScreenGui.Parent = game.StarterGui
end
--[Children] {
local Frame = Instance.new("Frame") do
	Frame.AnchorPoint = Vector2.new(0.5,1)
	Frame.BackgroundColor3 = Color3.new(23/85,62/85,46/51)
	Frame.BorderColor3 = Color3.new(0,0,0)
	Frame.BorderSizePixel = 0
	Frame.Position = UDim2.new(0.042,0,0.346,0)
	Frame.Rotation = 1
	Frame.Size = UDim2.new(2,0,0.346,0)
	Frame.Parent = ScreenGui
end
--}
