I need the name of the effect or what it would be called to figure out how to do it:

I am looking for the background effect, it seems to be everywhere.

Also, how would I create a background like that.

It honestly just seems like a colored circle with the inner part deleted to create the border effect, as well as a PNG Sunburst effect set to “Overlay” in Blending Modes. The logos are most likely from Flaticon.
