Make sure the Wheel Hinges Max Force isn’t getting set to 0, or a really low number when there isn’t a player in the seat.
If the car is really light a player has a pretty big pushing force so they can push the vehicle easily.

Is this just a chassis, or is it the A-Chassis model from the toolbox? I can’t really tell from your description.
