You can write your topic however you want, but you need to answer these questions:
I want to achieve a weld that like if you to it it would start to swing.
The weld just stays in one place.
I haven’t found a solution
Please don’t write the entire script, please and thank you.
What do you mean by a loose weld?

Maybe a weld in parts that aren’t anchored?
But @epictitanic6g is correct, what do you mean by loose welds?
Its hard to explain, I think I could use the rope attachment.
Not sure what you mean. There are a few different constraints that sound similar:
I am not sure what you mean by a “loose weld” but Constraints may help.

It sounds like you’re looking for a hinge or hinge constraint, or a weld constraint.
Edit: Weld constraints are welds that weld parts together, but the parts don’t need to be touching. Hinges are used to connect the wheels of a car to the base, it allows the wheels to rotate freely
Swing in the air
I don’t know if this is close to what you are looking for
And I apologize if my post is off topic I just wanted to help
