How would I go about making a plugin?

So, I am a builder and I barely know anything about scripting in Lua, although I do know how to script in python. I recently had an amazing idea (https://devforum.roblox.com/t/car-plugin-idea/717911) and I want to make it into a reality. However, I do not know anything on making a plugin. I would appreciate it if somebody helped me.
