How would I make a grid based town tycoon not too complicated?

Hello developers! I am in the process of making a grid based tycoon (similar to theme park tycoon or retail tycoon), but it is centered around making a town, where you can place houses, business, utilities, etc. There are actual noobs that spawn in on the pier randomly, and become citizens of the town. They have their own lives, where they stay at home, then go to their job, then go to the park or something like that.

That’s kind of what I envision it.

But, I feel like that’s very complicated and a little unnecessary. On the other hand, I feel like it would be very unrealistic since all the buildings are full size, for the there to be no actual citizens. Additionally, i’m not sure how the player would gain money. Would the buildings automatically generate it? Or did you get money when a noob bought something?

TL;DR, I am not sure how to balance realism with simplicity (or should I have realism at all)? I would really appreciate some help because I am quite lost.
