How would I move a welded part without moving everything its welded to?

Hello there,

I have a part which I’m trying to move to a certain position but the part is welded to a boat. I’m trying to achieve it so that it only moves the part while still being welded to the boat.

I’m not sure on how to go about doing this. Any help is appreciated, thanks.
