I’m working on a randomizer, and, when i’m done, I would like to advertise it, properly. So I would like some advice on how I would advertise it, and hopefully get some players.

both, what amount to spend, and how i would make an ad that people would click on

Well first make a realistic GFX with poppy text. And I would recommend at least 1k+ robux for your ad campaign.
