I am guessing you are looking for an idea for a mall, so I’ll answer the two questions you have.
It needs to be very spacious, and have long, seemingly never-ending hallways that connect to other ones at some point. This will make customers feel more obligated to walk all the way to the end and look at all the shops you have to offer. It is very good to have 3-way or 4-way intersections for hallways marked with signs to give some sense of direction for shoppers.
To take more advantage of the space, I recommend putting shops in the middle of the hallways (I am sure you can get some sort of vision for what this would look like). These shops would be a bit different from the rest, because they would be open, kind of like a hotdog stall. They wouldn’t be enclosed in a room, but rather in some sort of desk and selling products this way.
I prefer 2 floors, as it provides double the amount of space for shops. Adding on to what I said previously, you could put some sort of stairway or escalator in between hallways or intersections leading up to the 2nd floor, which would act just like the 1st floor but with different shops and elevation.
