A LocalScript will only run Lua code if it is a descendant of one of the following objects:

  • A Player’s Backpack , such as a child of a Tool
  • A Player’s character model
  • A Player’s PlayerGui
  • A Player’s PlayerScripts .
  • The ReplicatedFirst service

Not clear.
https://developer.roblox.com/en-us/articles/game-testing#run-mode says:

Run mode is similar to Play Solo → Server mode, but it does not insert your player avatar into the game. The simulation begins at the current camera position and you can navigate around the game world using the standard Studio camera controls.

So, as I can understand, the only difference (as said above) is the lack of the character, the camera position, and the navigation.
It says nothing about running LocalScripts…

It does, as it says it is similar to the Play Solo → Server mode. It only runs code on the server, and LocalScripts are run on the client. If there is no client in the game (which there is not), it cannot run scripts on the client.
