Incorrect criteria for BadgeService:AwardBadge()

Currently, the documentation for the AwardBadge method states that, in order to award a badge to a player, the owner of the place must also own the badge.

Unless this is a bug, this just simply isn’t correct. Other players can still earn badges you’ve created, even if you’ve never awarded the badge to yourself.
