Is "Immersive ads" Something you have to be accepted to use? And how do I use them?

Hey Developers!

I’m currently developing two large games, and I want to make a little extra for putting towards my games.
And I found out about “Immersive ads” and I’m trying to find out if you have to be accepted to use it like the devforum?
