Item Enhancing System - Against Gambling TOS?

I have an in-game currency that can be earned through gameplay or bought by robux. This in-game currency can be used to buy a variety of items, one being a scroll that has a chance of enhancing one of your weapons. The chance of the scroll working depends on the amount of times the weapon has been enhanced, and will be disclosed in-game. I was wondering since you aren’t always guaranteed to receive something in return, is this considered gambling and against TOS?

One workaround for this is increasing the chance every time you fail a scroll, thus you are receiving something in return, though this is a slippery slope. Again, just wondering if this system is allowed on ROBLOX. Thanks.

This would only be allowed if you had a 100% chance of success. Being able to lose on a Robux purchase is considered gambling. You also need to fully disclose the odds of what you get.

I’d make it so a scroll has different tiers of winnings, with lower common upgrades, and high but rare upgrades.

I’m certain that this isn’t against TOS because you disclose the odds, but I highly recommend not doing this because players will not typically buy it if it has a chance of not working.

It is against TOS since you must receive something in return.
