Joint rotating incorrectly when in animation editor

when i try to move certain joins on my custom rig, it rotates in a different direction than intended. just to see if it wasn’t the editor (which is the 2013 edition), i used it with a normal r16 rig as well, and it provided accurate and good rotations.

i’ve had this issue before, but i usually fixed it by rotating certain joints. i’ve been messing around with it for half an hour, and no matter how i rotate it, it doesn’t seem to fix. what do i do?
