Layered Clothing is warped and does not keep shape

Hey! I made this shield accessory for a client that is meant to be a layered clothing item because they want it to be attached to the lower left arm of an avatar, perferably R16 blocky.
I have tried everything, but no matter what I do there is warping and it is not keeping its shape.

I have tried the following:
100% weight influence on the shield and arm straps.
0% weight influence on the shield and arm straps.
And even though I know it won’t work, I tried 100% weight on the straps and 0 on the shield.
I had not caged the shield at first and didn’t touch the inner or outer caging as it extends far off the body and outer caging is considered not necessary.
I also tried caging around the middle and pulling vertecies lightly over the top of the shield.
I then tried caging the shield in its entierty.
All transforms and scale are applied to the object as well.

None of these actions worked or caused the warping to change at all. Roblox did disable shrink and puffiness factors and it makes me wonder if they were enabled if it wouldn’t warp like this. I don’t know what to do or how to stop the warping from happening, it needs to keep its shape but no matter what I do it warps. Any help is apperciated!

These would be better as accessories.
