Let developers with group game edit permissions represent on the owner's behalf

Continuing the discussion from Let Group Developers Submit Game Appeals:

As mentioned in the linked thread, it can be problematic when developers for a game are unable to work with customer service and have to get the owner, who may not be available often, involved. @MajorTom4321 mentioned that there was no way to see who was designated to represent the owner, but I think the ability to edit group games is a good designation. If the owner has given someone game edit permissions, they have full control over the games of the group, so it would also be appropriate for them to have the permission to contact CS on behalf of those games. AFAIK group permissions aren’t available to the CS team atm, so that would have to change.

And it need not be limited to appeals. For instance, if I’m not the group owner but still have game edit permissions, if I accidentally shut down all VIP servers I should be able to talk to CS about that myself, and see if there’s anything we can do to have that resolved.
