its not possible to make the lighting look better on low quality graphics
You do know how graphics levels work, right? Almost every lighting effect gets disabled on 1 bar and the render distance gets crushed down. Changing graphics levels changes how everything is rendered.
This is to make games run on low-end devices.
There is nothing you can do.
