I can’t be sure, but It might have started happening after I got my first warning on devforum.
Below is an image of the users who liked viewer being open, as you can see, no icons seem to load (not in the image, but mine shows).
Expected behavior
I expect users’ icons aside from mine to show up when opening the users who liked menu on a reply/post.

This happens when you block a user, check your ignored users list unblock anybody you don’t want blocked anymore and their likes will appear again

Warnings on DevForum shouldn’t impact loading thumbnails, so what you’re seeing is strange to me.
I can’t repro this, but if you want to share any errors in your browser’s devtools network tab or console, we might be able to get insight on what you’re asking.
Also out of curiosity, are you using a VPN?

And no, I am not using a VPN. I mean I use microsoft edge which has strict tracking settings, but even with them on before I saw the users who liked. Now it seems to randomly choose a small, and I mean SMALL portion of users to not have their icons blanked out, as usual it won’t block mine out.
Also I apologize for calling it a warning, I meant a post deletion. But I suppose either way they are the same as the moderator sends you a reply (I think warnings work like that). Thanks for helping me out, I’ll let you know what I see soon!

Also I’m very sorry if this sounds like I’m rushing the bug fixing team, this is a very very low priority bug and doesn’t affect me negatively, just thought I’d let you guys know about this, so please don’t feel too pressured to fix this bug.
I have been experiencing this problem recently, and I can’t really understand why it occurs… At first, I thought it was a cache issue, but after testing it, it wasn’t related.

Somehow I dropped the ball on this.
One thing to try out is “inspecting” what the thumbnail’s url is in the Elements tab in devtools
In this case, you can also directly load the url (like https://doy2mn9upadnk.cloudfront.net/user_avatar/devforum.roblox.com/minerdude_alt/60/7789752_2.png)
Lastly, if you refresh the page and filter for the url, you can check to confirm if the network requests succeeded:

As for the icons not loading, I believe it has to do with tracking prevention on my browser, not accepting the proper cookies in order to load icons, as hovering over them will simply say “unknown/deleted user” and the console spitting out errors saying tracking prevention stuff or something.
Either way I think my post has been solved, so I will mark your post as the solution.
