It takes way too long to publish having the file button in the top bar can it be brought back into the app

I think this only happened cause I was gifing but its usually just invisible until I click
That is just how MacOs handles the app windows.
Also you have keybind Option + P to publish, so reason “It takes too long to move my mouse” isn’t really good reason. Windows does the ribbons almost the same, difference being that ribbon bar is attached into the window itself, not into taskbar.
The taskbar hiding is an feature in MacOs itself, you can disable it somewhere in the settings. But you should make a bug report about taskbar visuals glitching.

You can bind that action to a Shortcut as well. Or, if you’d like a button, you can add it to a custom toolbar tabs.

You can stop it from hiding/showing in fullscreen in Settings > Control Center > Auto hide and show menu bar > Never. I keep it like this and it makes working with it much faster.
There is a shortcut for this Alt + P if I’m not mistaken.
