Making a place private kicks everybody out of Team Create

When setting a place from public to private access permissions, everybody who is currently in a team create session on that place gets kicked out and has to rejoin. This causes issues when people are working on an update fixing bugs in a testing/development place while doing testing.

Repro:

  1. Join a place on team create that is set to public access
  2. Set the place access to private
  3. You will be disconnected from your team create session, as the server has been shutdown
