Does anybody here know how to make something like this?

But with camera Bobbing, Tilting, Motion Blur, Sprint style and an Icon on the Center?
And compatible to Rotate (Left, Right, Backward, Frontward, Upward, Downward) for PC and Mobile?
Mine was advanced too, But the Rotation between Left, Right, Backward, Frontward, Upward, Downward isn’t compatible with Mobile
But if you guys can fix it and can add Bobbing, Tilting, Motion Blur, Sprint system on it. I would really be greatfull for the help.
