Manage Plugins Button Missing

I downloaded a plugin, but I don’t see it. Before I could just go to manage plugins, but I just got this update and I don’t know where to find it.

This is where it should be on windows/linux vinegar.

On mac it should be under the plugins tab in the top bar where all apps put their File/Edit buttons.
Edit: that may not be true, I haven’t used mac in a while.
