Modify the Highly engaged user requirements

The current requirement of having to reach 500 highly engaged users (who are 16+) is very hard for smaller experiences and groups to achieve. While its fine for larger experiences as they have large consistent player bases, but it results in larger experiences getting bigger due to less small experiences being available.
As well all know, bigger isn’t always better :eyes:
But the issue still stands, small experiences and communities that while may be big wont ever be able to keep players playing 24/7 which is in reality what you need to ever get close to the current requirement.

There are many high quality experiences that are just as fun as the front page ones, but are to niche or focussed on something specific to take off.
This then results in the issue we’re having now.

Currently there is a need to restrict what children can play and see to protect them from potential harm, which I completely agree with.
However, as a child grows up they gain experience, knowledge and maturity.
My solution or at least partial solution follows:

Break down the the maturity system for experiences into 3 categories, Roblox (16+), Roblox Select (9-15), and Roblox Kids (under 9).

My Proposal:
To be eligible to Roblox Select (9-15) developers have to meet all the current requirements, but only have to get 250 highly engaged users.

To be eligible for Roblox Kids (under 9) developers have to meet all the current requirements, but have to get the 500 highly engaged users.

This solution would make it significantly easier for smaller experiences and groups to become eligible for younger audiences as it would create a stepping stone system.
At the same time it preserves the safety for younger players which is the ultimate goal of the publishing requirements.
Potentially if the age brackets are seen as to young I’m sure you could change the ages so only users age 12+ can player experiences that have met the 250 highly engaged users.

In conclusion I believe that modifying this specific requirement to be more flexible based on the age groups of users that would be playing is a win for developers and for Roblox.
I would love to hear others opinions/thoughts on this!

+1, this highly engaged requirement must be addressed. The difficulty this poses for small and first-time developers in becoming successful is a serious issue. Restricting the definition of a “highly engaged” user is detrimental, it’s not even clear what audience to target in ads to alleviate this issue, and in many cases there is no feedback if a game, that gets > 0 CCU consistently, receives 0 highly engaged players and the number doesn’t budge.

I understand the need for some secrecy to counteract reward hacking, but I think Roblox should reconsider guidelines being so strict that it disenfranchises new creatives from joining the platform in entirety. These folks often have less capital to work with than serial game bot-farms as well.

They’ve specified that a “highly engaged” user is effectively any user who has spent a minimum amount of money anywhere on the platform in the past 60 days, a metric that is highly misleading compared to the name of the requirement.
