Would you mind elaborating in what game your trying to make? If also possible, would you please add a photo of the game? In full honesty, we couldn’t give you proper help and feedback if you don’t give more details in what type of game your working on, or what the game even looks like.

It’s interesting to note that your race track, is well-made, though, I would suggest maybe add some light poles, seats for the audience and maybe a start/finish line for the racers, also add some race track barriers beside the road, to make it more look like a racetrack.
Notice the light poles, the seats for the audience, and some barriers. This should be placed in your race track.
Overall, the road looks good and it’s well-made, though maybe add some designs and some objects for your race track to avoid it from looking dull.

To make this less empty, I’d add some buildings, bridges, houses, markets, and more things to fill up space since it’s mostly just covered in trees. Overall it looks great.

I agree that the road feels empty, maybe try adding some little houses beside the road, people and advertisement labels (as it has already been suggested by @megapaul0917). You can add whatever you want. The limit is your imagination.

Yes buildings and light posts and just more realism here!! I love the track though!

You can add just about anything around the empty area, (use reference images to help you with adding buildings), filling in corners and placing items in their proper spots.
I just feel not only the build needs details, it needs a lot more improvements to have a more put together map. For a detailed game, it needs a bunch of objects to have a bit of realism. Place a few objects in the empty areas to get a good feel for how it should it and then make tweaks and edits of any areas that you think need improving on.
There are many ways to make my game less empty is you start placing items around the areas I would consider placing a few building roads and other useful equipment something to make it less empty, however, something in the image above and online could give you a few ideas on what to add to my game to make it look better.
