New TOS page non-functional

I got a popup saying I have to agree to the new terms of service, so I clicked the link to review it. However it does not load the page at all.

Expected behavior

TOS page opening like it should. I think this does violate a lot of laws worldwide to not have the page load.

I believe this is due to the documentation website being overloaded, since it works intermittently and goes down from time to time
