Official Charter for the City of Bakiezville
The preamble to the Charter of Bakiezville City:
We the civilians of Bakiezville, ensure harmony for all by stating laws, rights, powers, rules, and the establishment of the foundation of this beautiful city, being grateful to our beloved leaders for our constitutional liberty, do, in order to form a perfect city, demonstrate justice and equality, follow our ideals and morals and motto: one muffin leads to happiness―further the founding principles of providing happiness, opportunities, leisure, equality within the community of Bakiez―secure order, protect and defend our civil and political liberties, power imagination, promote custom welfare and soundness, insure local tranquility, and cultivate our community for ourselves and future generations, on this day December 3rd, 2020, establish the charter of Bakiezville.

Article I - Establishment of Bakiezville:
Section 100 - Name and boundaries:
The City of Bakiezville, hereinafter termed the City, shall continue to be a municipal corporation under its present name, “Bakiezville City.” The boundaries of the City shall be as established at the time this Charter takes effect, or as they may be changed thereafter in the manner authorized by law.
Section 101 - Rights and liabilities of the City:
The City shall continue to own, possess, and control all rights and property of every kind and nature owned, possessed, or controlled by it at the time this Charter takes effect and shall be subject to all its legally enforceable debts, obligations, liabilities, and contracts.
Section 102 - Ordinances, codes, and other regulations:
All ordinances, codes, resolutions, rules, regulations, and portions thereof, in force at the time this Charter takes effect, and not in conflict or inconsistent herewith, shall continue in force until they shall have been duly repealed, amended, changed, or superseded by the proper authority as provided herein.
Article II - Charter Information:
Section 200 - Authors and Authorization:
This Charter shall take effect at the moment it’s publicly released. The Charter was written by City Council Members in cooperation with the Mayor’s Office. Before being publicly available, it was approved by Bakiezville Overseer and Bakiez Owner, Voulge.
Section 201 - Complying with the Charter:
As a Citizen, you must comply with the Law and Regulations put in place written in this Charter. Nevertheless, all Bakiezville officials must also directly follow every section in this Charter. If as a Citizen you feel like your rights were invaded, you have the right to speak with a Bakiezville official. They are required to listen to you and act upon your request. Making false requests may result in appropriate punishments.
Article III - The Law and Regulations:
Section 300 - Powers:
The City shall have all powers possible for a City to have under the general Bakiez regulations as fully and completely as though they were specifically enumerated in this Charter specifically, but not by way of limitation, the City shall have the power to make and enforce all laws and regulations, subject only to such restrictions and limitations as may be provided in this Charter and in Bakiez regulations. The enumeration in this Charter of any particular power, duty or procedure shall not be held to be exclusive of, or any limitation or restriction upon, this general grant of power.
Section 301 - Intergovernmental relations:
The Council members shall participate in meetings with one another and the Oversight Committee to discuss important matters and issues within the community & potential changes to Bakiezville City.
Section 302 - Laws:
- All citizens shall treat their fellow citizens with respect, honesty, integrity and truth. Respect is mandatory and will result in consequences if broken.
- Thou shall not complain about the decisions of the Council and the Oversight Committee. Our conclusions are for a reason, and complaining will result in consequences.
- Citizens must never cause drama or issues. You must be willing to respect someone’s opinion, even if you truly disagree with them on certain situations that have occurred. It will result in SEVERE consequences if you fail to listen, as we have had this broken multiple times by different people.
- As a citizen, you shall never commit to trolling as it ruins people’s experience to explore and make new adventures at Bakiezville. Same goes for exploiting.
- All rules and regulations within Bakiez games, Bakiez community server and City of Bakiezville community server apply and must be followed at all times.
- Laws are of course, subject to change without prior warning.
Section 303 - Absence From Office:
If a Council member or a Mayor/Deputy Mayor were to be absent from office for a maximum of 1 week, their Council Staff shall take their place to write what they missed from events, meetings, laws, etc, and give it to them once they’re back. The Council Staff should also attend their meetings if occurred.
Section 304 - Penalties:
If a Bakiezville Citizen failed to obey the rules, a City Police Officer or Management member must charge a penalty depending on the severity of their case. Penalties can be charged such as jailing for minutes, hours, days, etc. In some cases, they may kick/ban the Citizen.
Section 305 - Citizens rights:
All Bakiezville Citizens are entitled to the same basic rights. These include:
- The right to vote
- Freedom of speech
- Freedom of the Press and Information
- The right to equality
- Protection from discrimination
- Safe environment
- The right to privacy
- The right to liberty and life
- The right to peaceful assembly
These are only basic human rights, not every right is included. No one can get their basic rights taken away, as they are guaranteed by this Charter.
Article IV - Elections & Governance:
Section 400 - Elections:
Commencing with the general municipal election in 2020, general municipal elections for the election of officers and for such other purposes as the Council may prescribe shall be held in the City after each term has ended. City Council members are entitled to 2 months of service, while the Mayor and Deputy Mayor stay in office for 3 months. Official election information may be found in the “General Election Information’’ document. Furthermore, campaigning information may be found in the “Campaigning Rules’’ document, both found on official Bakiezville channels.
Section 401 - Mayor & Deputy Mayor:
The Mayor shall serve a term of 3 months. Any person who serves three (3) full terms as Mayor shall not be eligible to serve again. The Mayor and Deputy Mayor, in addition to serving as the presiding officers of the Council, shall have the duties of Council Staff, however, they may not vote on legislative choices. Deputy Mayor shall have all duties of Council Staff and only will vote on legislative matters in the event of a tie.
Unique powers of the Mayor:
- Appoint citizens to the heads of specific departments by first selecting a nominee, filling out reasons for why they are the best fit for said position, and present it to the City Council for a vote. If a majority of the Council Members approve and with the nominee’s permission, they are promoted.
- Signs legislation or amendments into law after it has been presented to the City Council members and has passed the vote.
Section 402 - City Council:
The City Council hereinafter termed “Council,” shall consist of five members elected to office. The council shall serve a term of 2 months. There is no limitation on how many terms a Council member may serve. The council works alongside the Mayor’s office in approving new legislations, and ideas for the City. They hold the voting power for all new legislations.
Section 403 - Council Staff:
There shall be Council Staff who will assist the City Council and Mayor’s office. There shall be a Head of Social Communications, Head of News and Information, and a Head of Events. The Council shall recommend a person, and thus Council shall appoint the person who it believes to be best qualified on the basis of executive and administrative qualifications, with special reference to experience in, and knowledge of, accepted practice in respect to the duties of the office. There shall be a total of seven Council Staff, each chosen by a City Council member, the Deputy Mayor, and the Mayor. Council Staff serves on term limits similar to elected Council Members.
Council Staff Responsibilities:
- Provide ideas and suggestions when needed
- Give reminders on upcoming events
- Help organize events and times
- Help run Social Media and News when needed
Section 404 - City Cabinet
There shall be a City Cabinet appointed by the Mayor. There shall be a Head of Social Communications, a Head of News and Information, and a Head of Events. City Cabinets serve term limits similar to City Council members. Three (3) City Cabinet members shall be appointed to obtain the three (3) different department positions.

Head of Social Communications Responsibilities:
- Manages the Bakiezville Twitter Account and other social platforms
Head of News and Information Responsibilities:
- Sends out updates for the city within V3 on the news GUI
- Reports on events that occur in the city in the Community Updates Channel
- Gives interviews of elected officials
Head of Events Responsibilities:
- Manages inauguration ceremonies
- Handles Bakiezville holiday events specialized for the city
- Organizes Game nights/Giveaways when authorized
- Manages any Server Events within the Bakiezville Discord
- Organizes any other events that occur when authorized
Section 404 - Council Voting:
The City Council has voting power in all legislations and must use their right to do so. The Mayor and Deputy Mayor do not have the right to vote, however, if the Council vote turns out as a tie, the Deputy Mayor has the final say on the outcome. In the end, the Mayor will then decide whether to sign the legislation into law.
Section 405 - Impeachment Proceedings:
Impeachments are permitted to occur at any time with valid reason. The procedure of an official impeachment of the Mayor goes as follows:
- The City Council comes together and comes to the conclusion that the Mayor currently in office has violated the charter in such a way that it warrants their removal.
- The City Council holds a vote where a simple majority in favor of removal is required for the act to proceed.
- The citizens of Bakiezville vote, where at least 100 citizens must vote in favor of the Mayor’s removal.
- The Mayor is demoted in both the main Bakiez group along with the City Hall group and is banned from running for office indefinitely.
- The Deputy Mayor takes over as the new Mayor, and the vacant spot along with the new Mayor is replaced following the next election. The Deputy Mayor may run if they have not reached their term limit and have selected a new running-mate.
Section 406 - Inauguration:
Inauguration takes place after official election results are posted. The elected officials start their term on inauguration day. The Mayor and Deputy Mayor shall make a speech to celebrate the start of their term. The date can only be decided by the Oversight Committees, it is also optional for the other Council Members to make a speech.
Section 407 - Federal office restrictions:
Neither Management nor Moderation officials may hold appointed or elected positions in Bakiezville City Hall unless given special permission by the Bakiezville oversight committee. In the event, said persons must resign from their positions respectively in order to obtain an appointed or elected position in the Bakiezville City Hall. The heads of the respective departments are given the power to determine whether said persons may be employed following the conclusion of their term.
Section 408: Speaker of the Council:
The Speaker of the Council hereinafter termed "Speaker”, sets the agenda and determines what legislation will be voted on or discussed. They shall lead the Council and assist every member. No votes shall be held unless the Speaker approves. The Speaker does not hold more power than a City Council member, however they represent the Council. The Speaker shall be elected by City Council members, who shall vote. The elected Speaker must be approved on behalf of the Oversight Committee before holding the position.
Article V - Administrative Services:
Section 500 - Oversight Committee:
The Oversight Committee hereinafter termed "Oversight”, shall oversee all operations within Bakiezville city. It’s up to them to make the final decision for the City Council staff members and are able to communicate about choices they have made and come to a conclusion. The Oversight consists of Owner appointed members, who are qualified in executive and administrative qualifications. Oversight holds executive power over any and all decisions within the City. Members of Oversight host and plan the elections and are in charge of choosing top candidates in the first part of elections.
Section 501 - City Police Officers:
The City Police Officers hereinafter termed "Officers’', shall secure and protect citizens of Bakiezville. Officers are members of the Bakiez community server Moderation team, and they have Moderation powers within the City’s community server. They ensure the safety of all members within the mentioned community servers.
Article VI - Finance:
Section 600: Council Members Payroll
The Mayor is entitled to a monthly payroll of 3,000 ROBUX. The Deputy Mayor is entitled to a monthly payroll of 1,500 ROBUX. In addition, the City Council is entitled to a monthly payroll of 750 ROBUX. They receive monthly payroll for the duration of their term.
Section 601: City Funding:
Bakiezville City is completely funded by itself or its associated entity, Bakiez Bakery. The City earns funds through gamepass sales, clothing, rank purchases, etc. Bakiezville City does not tax their citizens and the income is solely based on personal purchases. Bakiezville City is not entitled to share funding with the general public.
Article VII - Amends to the Charter
Section 700: Public Petitioning:
Bakiezville Civilians may create a documented petition to change the charter. Civilians shall have one hundred (100) signatures for the Council to view the petition. If found guilty of repeated names or forged signatures, the civilian shall be banished from Bakiezville City.
The suggestion will be presented and the City Council will discuss. The Council does not have to vote on the petition if they find it unnecessary. If the Council decides to vote on the matter, there will be a live audience to present questions and concerns regarding the amendment. Then official voting will take place. If there is a tie, the Deputy Mayor will have the right to vote and break the tie.
Section 701: Official Amends to the Charter:
The Bakiezville Charter, cannot be amended unless amendments/legislation is created and signed into law by the Mayor. The only way for amendment votes to take place is at official meetings only at the LaBoglis Community Center. There shall be a majority vote of Council Members with a tie-breaker from the Deputy Mayor. Votes cannot take place unless all Council Members are present.
