Parts from model "seperating" when moving rig (blender)

Hey, just need a little help on how to fix this odd ‘de-attachment’ that happens to the mesh when i move my rig. First time rigging so I don’t know what I’m doing.
This is a UGC item Ive gotten from the catalog, topology is alright so I don’t think its the case.

I’d like the whole clothing piece to move and deform all together.
This is all one model, with no flipped normals.
weight painting is also shown.

if anyone with the same problem comes across this.

Its just that the UGC creator made different parts of the cape separately and used “CTRL - J”
to JOIN them into one, however still having separate mesh data.

“CTRL - J” → JOINMERGE (ive completely misunderstood this shortcut lol)

many ways to merge depending on your mesh, i just used union.
