There are two issues.
The first one is the lack of text displaying a plugin’s name.

Old (different plugins, but for comparison):
The old UI used to show the plugin’s name under all of its buttons. The new one does not. This makes it less readable.
The second one is more minor, and is to do with the stretching of plugin icons that are not square.

As you can see, the old UI respected the aspect ratio of icons, but the new one does not, it forces a 1:1 ratio.

We moved to a 1:1 ratio in order to be able to better support various density grids and options (Compact vs non-Compact for now). Unfortunately this does mean if a plugin used a non-standard dimension, they will need to update their icons. In our testing, a majority of the community plugins are already using square icons so this is not a widespread problem.
We are moving away from multi-line tool labels as we work towards having toolbars become more like standard app toolbars (which typically have no labels at all). But we do use the group names for the Plugins menu.
When you say plugins menu, I assume you mean this dropdown?
I don’t use this as it’s out of the way, and I, and probably most people are not used to having to go through it to use a plugin.
Why are multi line labels being avoided? There’s no issues with mutli line labels, especially when they actually fit all the text in, unlike single line labels with truncated text. For a new UI that’s meant to be accessible to beginners, it does a good job at obfuscating things.
