Preferred Players works as intended. Here’s a little terminology for you:
Preferred Player Count - number of players in a server ROBLOX will matchmake randomly
Maximum Player Count - This minus preferred players = ROBLOX won’t place players by matchmaking, and these slots can only be filled by following a user into the server
