• Extreme Upfront Financial Strain: Publishing a single accessory costs ~1,580 Robux in upload fees with no guarantee of ROI. For creators in developing countries (e.g., South America/Brazil/Argentina), buying enough Robux to upload just 4–5 items a month plus maintaining required subscriptions costs nearly half of a local monthly minimum wage due to currency exchange rates.
• Marketplace Fee Split: Out of every UGC sale, the creator only keeps 30%. The remaining 70% goes to platform and marketplace fees (30% platform fee + 40% marketplace location fee). Unless a creator operates a dominant marketplace experience like Catalog Avatar Creator, capturing that 40% affiliate cut is nearly impossible, as most buyers purchase directly from the main Roblox Marketplace.
• Cash-out Bottleneck: Reaching 30,000 Robux to qualify for DevEx can take months or years for entry-level creators. Because of this high floor, small creators are forced to pay for recurring platform requirements and creation costs entirely out of pocket with fiat currency instead of using their earned revenue.

UGC Starter Allowance (Aligned with Regional Pricing): Roblox already implements Regional Pricing for catalog items to match local buyer purchasing power (e.g., an item priced at 95 Robux in the US costs 67 Robux in Brazil and 36 Robux in lower-tier regions). The same regional economic logic should apply to creator upload fees. Roblox could offer a monthly UGC upload allowance scaled by region/PPP (e.g., 3–5 free uploads/month for creators in developing countries with weaker currencies, vs. 1 for USD/EUR regions). This benefit would automatically expire once a creator reaches 15k–20k Robux in monthly sales, as they become self-sustaining.

To show a real example of how this affects active entry-level creators, here are my actual 28-day analytics as a small UGC creator:

• Total Sales (Last 28 Days): 30 units across my catalog.
• Total Gross Revenue: 888 Robux.
• Publication Cost for 1 Single Accessory: ~1,580 Robux.

Even with consistent daily sales across 10+ active items, a full month of revenue (888 Robux) does not cover even HALF the fee required to publish just ONE new item (1,580 Robux).

This creates a complete standstill: small creators cannot reinvest earned revenue to grow their catalog or sustain operations, leaving us entirely dependent on paying out-of-pocket with local currency just to stay active. Lowering the DevEx floor or introducing a regional upload allowance would directly solve this bottleneck.

Important Note on Program Integrity & Moderation:

To prevent abuse and ensure fairness for legitimate creators, participation in this proposed Regional UGC Starter Allowance must come with strict moderation enforcement:

• Instant Disqualification for Violations: Any creator who uploads items infringing on DMCA/copyright, violating platform TOS, or unauthorized asset re-uploads (e.g., uploading real people’s faces as UGC accessories) should immediately lose access to the free allowance program and face UGC publishing restrictions.
• Protecting Honest Creators: Bad actors who profit off stolen assets or low-effort TOS-violating items saturate the marketplace and steal visibility from original creators who spend time building unique assets.

On Roblox, small UGC creators face a total 70% marketplace fee cut PLUS mandatory recurring subscription fees and non-refundable upload costs.

• Proposed Tiered Access Based on Account Verification:
Instead of a flat 30,000 Robux DevEx entry floor for everyone, Roblox could implement an ID-Verified Tiered System:

  • ID-Verified / Active Creators: Lower DevEx floor (10,000 Robux) + 1-3 monthly upload allowances.
  • Standard Accounts: Existing 30,000 Robux floor.

It wouldn’t really make sense to do this, the current market rates are $38 for every 10k rbx. You have tax as well so realistically, you’ll be earning about $26.60. If you’re running a business off $26.60 or in your case 888*12=10,656 converts to $40.49 ($28.34 post Roblox tax) yearly you can treat your self to lunch one day of the year. Congratulations.

What about creators making 10k–15k Robux every month or two? Under the current 30k rule, they are still locked out for half a year or more despite having a steady flow. Second, your logic actually proves why the current system is broken for small creators: if it takes a smaller developer a year to reach 10k Robux, forcing them to wait 3 years just to reach 30k Robux makes no sense. The goal of lowering the DevEx floor isn’t to live off $26, it’s about liquidity and sustainability. Furthermore, $26 USD covers roughly 5 whole months of a Roblox Plus subscription. Cashing out that amount means a small creator can recover nearly half a year’s worth of subscription expenses, allowing them to keep their catalog active without burning through personal out-of-pocket money.
