This issue has happened not only to me, but to several other developers as well.
Before reporting it as a bug, I made a post on the DevForum trying to find a solution. Neither I nor the other developers with the same problem were able to fix it, so I’m reporting it here.
The experience already purchased the 100,000 Robux Audience Reach exemption, so it shouldn’t need to meet the 500 Highly Engaged Users requirement. Even so, it is now stuck showing the “Publishing tier at risk” warning, and there is no option to fix it.
For comparison, I have another experience that did not purchase the 100,000 Robux exemption. When that one was at risk, Roblox showed the option to pay 1,000 Robux to restore Audience Reach. I paid it and everything went back to normal right away.
But for this experience, the one that already paid the 100,000 Robux exemption, there is no option to pay the 1,000 Robux, so it just stays stuck in the “Publishing tier at risk” state.
Steps to reproduce
- Have an experience that previously purchased the 100,000 Robux Audience Reach exemption.
- Open the experience in Creator Hub.
- See that it shows the “Publishing tier at risk” warning.
- Notice there is no option to restore Audience Reach by paying 1,000 Robux.
Expected behavior
An experience that already paid for the 100,000 Robux Audience Reach exemption should not get stuck in the “Publishing tier at risk” state. If something goes wrong, there should at least be a way to restore it, like the normal 1,000 Robux option.
Actual behavior
The experience stays permanently marked as “Publishing tier at risk” with no way to fix it, so I can’t restore or maintain its Audience Reach.
Additional information
This doesn’t seem to be related to the browser. The issue is tied to the experience itself and also shows up in Roblox Studio, not just on the Creator Hub.
I will attach screenshots showing:
- The “Publishing tier at risk” warning.
- The missing 1,000 Robux restore option.
- A comparison with another experience where the 1,000 Robux option appears normally.

Expected behavior
If everything is working correctly, an experience that has already purchased the 100,000 Robux Audience Reach exemption should not become stuck in the “Publishing tier at risk” state.
The exemption should continue to function as intended, allowing the experience to maintain its Audience Reach without requiring the 500 Highly Engaged Users requirement.
If, for any reason, the exemption is no longer valid, the experience should at least provide a way to restore Audience Reach (such as the standard 1,000 Robux restore option), instead of leaving the experience permanently stuck with no available action.
I’ve also been a Roblox Plus subscriber since it was released.
