Why is it saying this?
I switch the group holder of the game to an alt account and now its telling me this. I have a parental account linked on the new account & I’ve paid the 100k along with having Roblox Plus.

Make sure the group owner has the necessary publishing requirements here:

Private and un-private the game if nothing else works
Wont the game lose the eligibility for the 100k refund if I do that though?
This is quite weird, they think your account has broken the rules and aren’t allowing you to even publish private games.
You need to contact appeals about this or switch the group owner to someone who actually has all the required permissions.
