UPDATE: It seems this behavior is greatly exacerbated when OBS is open (probably something more generalized, like display/game capture), but this issue is still present when it is closed.
And yes, using the native Roblox launcher does not have an effect as opposed to using Bloxstrap.

Ever since I have freshly installed a brand new edition of Windows, every time I join a Roblox game, it feels as if the framerate is 1/2 or 1/4 compared to what is displayed on the Shift + F5 menu. This suspicion was confirmed when I recorded a video at my monitor’s refresh rate (240Hz) and went frame-by-frame while Roblox was running and I was constantly moving my cursor. My cursor was moving smoothly, as it should have, but Roblox was not. It would occasionally halt frame generation and hold on to the previous frame for an additional 1-3 frames. Again, this is occasional, and sometimes it would just render at the correct FPS stated for a couple of frames before becoming intermittent again.

I have a similar issue (feels like the same issue?) when watching or streaming on Discord.
Details of my setup
I’m using Windows 10, latest updates, on an RTX 4070 SUPER + 7800x3D. Discord has hardware acceleration enabled. I have two 4k monitors, one 60hz and one 144hz. This issue occurs quite often when watching someone else’s video or streaming myself, regardless of quality. I don’t seem to have it happen with OBS active, as OP does.
I have a similar issue too, but it happens on a custom refresh rate. Normally i have 60 hz and 144 hz, but i usually like to create a custom refresh rate at 100 hz in roblox games where i cant quite reach 144 fps, and it otherwise causes tearing and stuttering, basically i want to keep consistency. But at some times it starts stuttering even though my fps says its at 100, it seems to happen mostly when looking at a specific direction, it happens in any game.
I use a json file to cap my fps at 100, but it also happens on other custom refresh rates like 120, usually i can just fix the stuttering by switching to 144 fps in the roblox app and then back to 120, but this doesnt always work
Honestly, looking more into it (as I’m sure it will take interns a while to look at it ), it seems this is probably something to do with the chipset, as when I just got done setting up my user account on Windows (with nothing else installed, including drivers other than graphics drivers), this stuttering issue was not occurring. I’ve disabled the NVIDIA overlay temporarily, and aside from drivers being installed, nothing else could have changed that would have affected Roblox in this way.
I’m not sure if I want to uninstall the chipset drivers just for testing, but I’m sure I’ll get annoyed enough at it at some point and will anyway.
I believe this because we have the same processor, and I’m sure you also probably downloaded the drivers for the chipset as well.
The only thing is that the chipset drivers haven’t been changed since late last year, so this seems more like Roblox pushing an update that does not work well at all with these drivers.
Yeah I have FFlags that completely rid of the framerate limit and the selector in the escape menu, so Roblox has no real framerate limit, and as I push 800+ FPS on even demanding Roblox games, there’s no reason this issue should be occurring.
The only variable that has changed is that I’m on Windows 10 as compared to Windows 11. But this issue makes Roblox borderline unplayable competitively.
Also something to note, is that I used to use this exact version of Windows 10 in the past, with these same exact drivers, and this issue was NOT present.
UPDATE: This issue is still occurring, even with this update. It seems this is a Roblox bound issue.
NVIDIA has JUST pushed out a graphics driver update (576.40) that seems to have fixed the described issues. This update also seems to have fixed an unrelated issue (where going into fullscreen using Alt + Enter with fullscreen optimizations disabled would often 1/8th your FPS).
For now, I will mark this post as solved, but if this problem arises again, I will change the state.
