Added Lightning storm weather
- 1 in 5 chance of killing anyone in a 50 stud radius on bolt strike
- Bolts spawn once every 5-10 seconds
- First disaster class weather
- Killing thugs now will award the player who dealt the most damage the cash for the kill, not the last player to hit the thug
Bug fixes and Patches 
- Thugs no longer move in Time Stop
- New thugs can fight each other, but will not die unless a player hits them. (In order to sustain, a player must keep hitting him. After 5 seconds, it will be reset and the thug will sustain his hp again)
- Time stop improved and now stops all sounds as well as stops rain temporarily
- Thugs no longer able to attack you in ts
- Timestop no longer breaks animations
- Attempt to stop rain in buildings
