Currently, a group that I co-own had the Group Holder Account deleted and I am unable to payout any robux. So far, I have gotten no response through ROBLOX support tickets.

Do you have permission to payout robux? If so you can mostlikely go to the Creator Hub > Change the “View as” to the group > Finances > Payouts and here you should be able to payout robux if you have the permissions needed
I’m not sure if this works while the owner is moderated though. Hope that helps

Only group owner can payout.
The other permission is for stuff like badges when over the limit.
You’ll have to go through support with patience.
