Roblox Kids and Select Global Launch: Upcoming Updates to Eligibility, Ads Manager, and Expedited Review

Hi Creators,

Today, Roblox Kids and Roblox Select accounts are live globally. Since the rollout across our 4 initial regions, tens of thousands of games are available in the Kids and Select catalogs, representing the vast majority of playtime on Roblox while maintaining parental expectations on content suitability.

This post covers what’s changing with the Highly Engaged Player requirement, what’s launching in Creator Ads Manager to help you get there, a new refundable Expedited Review option and an upcoming change to social media link visibility on June 30.

Upcoming Updates to the Highly Engaged Player Requirement

We know the threshold has been a challenge for some creators, and we take that seriously. Our goal is to expand eligibility carefully without compromising safety. Here’s where things stand:

  • In the coming weeks, we will relax the definition of Highly Engaged Players, which we estimate will increase the number of new games entering the Roblox Kids and Select catalog by 33% each day.

  • In the coming months, we will make it easier for new games to enter the Roblox Kids and Select catalogs by continuing to revisit the Highly Engaged Player eligibility and threshold.

[Beta] Boost Player Growth with the Ads Manager Engagement Objective

Also rolling out in beta is a new Engagement objective in the Ads Manager. You’ve told us you want a more direct way to reach the players that count towards your Highly Engaged Player threshold. The new Engagement objective in Ads Manager does just that by prioritizing players whose sessions count toward your Highly Engaged Player threshold. The Plays objective is great for discovery and traffic. This one is built for a more specific goal.

This is an optional tool, only available for games that are not yet in Roblox Kids and Select but want a direct path toward the threshold. Many games will still reach the threshold organically over time.

A few things to keep in mind:

  • Highly Engaged Player Matching: The engagement objective targets Highly Engaged Players, so costs may be higher than the Cost Per Play (CPP) you usually see with Plays objective.

  • Intentional Budgeting: If your goal is to make progress toward Roblox Kids and Select, use the Engagement objective intentionally rather than simply shifting your existing Plays budget over.

  • Progress Tracking: Track your metrics in Audience Reach and Creator Analytics as you work toward the threshold.

  • Campaign Management: Your campaign will not automatically pause once you reach the Highly Engaged Player threshold. Monitor your progress and pause or adjust manually once you’ve hit your goal.

To get started:

  1. Head to your Ads Manager
  2. Create a new campaign
  3. Select Engagement as your objective

Expedited Review

Starting today, eligible creators can secure an expedited review for Roblox Kids and Select by paying a refundable fee of 100,000 Robux per game via Creator Hub. This option is for professional studios that need a predictable launch window to coordinate their Roblox game with off-platform marketing. This review process takes up to 48 hours.

The refundable expedited review fee is intended to balance launch flexibility and financial accountability for qualified creators. No matter what path you take, all games must continue to meet the same standards as other Roblox Kids and Select games.

After 90 days, you can request a refund of your deposit. As long as your game remains in good standing and has reached the minimum number of highly engaged players required, you can withdraw your fee and maintain Roblox Kids and Select eligibility. If your game hasn’t hit those organic milestones yet, you can simply choose to leave the fee down to maintain your reach.

Social Media Links: Age Requirement Changing on June 30

Starting June 30, social media links on Roblox will only be viewable, shareable, and manageable by age-checked users 16 and older, raised from the current requirement of 13+. This applies across user profiles, game detail pages, Community pages, and Creator Hub.

No action is needed from creators. Any existing social media links on your profile or game detail pages will not be visible to users under 16 starting June 30.

ICYMI: Everything Announced So Far + Resources

Since our initial announcement, we’ve shared details including the original publishing requirements, introduced the 1,000 Robux publishing fee, and an AMA.

TL;DR: Roblox Kids and Select are new age-based account types. Games reach these audiences through a three-part review covering creator eligibility, automated safety screening, and an evaluation period. The rollout began May 19 in New Zealand, the Netherlands, Australia, and Indonesia.

To reach Roblox Kids and Select accounts, creators need:

  • An age-checked account in good standing
    • ID verification & 2-Step Verification
  • One-time 1,000 Robux refundable publishing fee per game or either 2 consecutive months of Plus/Premium
  • Games must also pass an evaluation process based on engagement from age-checked players. This helps ensure engagement data reflects actual players rather than bots or fake accounts before a game reaches younger audiences. This is what we’re updating today.

Can I submit my game for Expedited Review before it’s public, and does it bypass the Highly Engaged Player requirement?

  • Yes on both counts. The Expedited Review gives professional studios a direct path to Roblox Kids and Select accounts without needing to hit the Highly Engaged Player threshold first.

    The review can take place regardless of your game’s privacy setting, meaning you can submit your game whether it is already public or still private. Once your game passes the review (up to 48 hours), it is fully cleared and discoverable to users of all ages, including Roblox Kids and Select accounts.

What happens to the expedited review fee if my game hasn’t hit the Highly Engaged Player threshold after 90 days?

  • If your game hasn’t reached the Highly Engaged Player threshold after 90 days, you have two options:

    • Request a refund of your expedited review fee
    • Keep your expedited review fee in place and your game will stay in the Roblox Kids and Select catalog. You will always have the ability to refund your expedited review fee.

    The only condition that results in the fee being forfeited is if your game is permanently removed due to a severe Community Standards violation.

How do I check if my game is eligible for Roblox Kids and Select?

  • Go to the Audience Reach tab on your game page in Creator Hub. It shows your current Highly Engaged Player count, evaluation status, and whether you meet the creator eligibility requirements.

My game hasn’t hit the Highly Engaged Player threshold yet. Can I still publish?

  • Yes. Games that haven’t passed the evaluation process are still available to 16+ users, as long as the creator has completed an age check. You don’t need to reach the Highly Engaged Player threshold to publish, only to have your game playable by users under 16.

Do I need Roblox Plus to keep my game live?

  • No. Your game stays live for all ages regardless of your Plus status. Roblox Plus or the 1,000 Robux per-game refundable fee is only required when you push a new update. If your subscription lapses and you haven’t paid the fee, your game stays up as-is until you’re ready to update it.

100,000 Robux? Why is it so expensive?

  • Our new review process enables us to maintain a high bar for content safety, but we know a number of creators are investing heavily in external marketing and need absolute certainty on their launch day to make those campaigns work. A significant refundable fee enables us to balance these two needs.

    We know 100k Robux is a significant hurdle and out of reach for many creators. For those who don’t need certainty on launch timing, the best path to break into Kids and Select is to build a fun game that players love. Nevertheless, we hope to reduce the size of this fee over time as our systems scale.

What happens if my game fails the Expedited Review?

  • If a minor violation is found, you’ll need to fix the issue and resubmit for review. The 48-hour review clock restarts from the point of resubmission and your fee is not forfeited.

    If your game is permanently removed due to a severe Community Standards violation, the fee is forfeited. These are the same rules that apply to the 1,000 Robux publishing fee

Will the social media link change apply to the plugin store and groups too?

  • Yes. Starting June 30, social media links will no longer be visible to users under 16 across user profiles, game detail pages, Community pages (including groups), and Creator Hub (this includes the Creator Store i.e. plugins).

What are the plans to increase the options. For example, if I am not funding John Investor’s next boat with a month Roblox Plus + Robux, will I eventually be able to count? Will it actually be based on “engagement” instead of “directly increasing shareholder value”?

100,000- 100,000 ROBUX?! That is between ~$880 and $1,000 for a first-time Studio (aka, doesn’t have 100K Robux from a previous game). It is refundable, but wow, that is a massive amount.

I’m confused to what this does, though. Does this bypass the “Highly Engaged Players” requirement? If not, I’m not sure the value, since a new game will need this regardless for a launch, which has proven to be tricky for some, not tricky for others, but definitely not predictable.

This is probably necessary, but sad to see. Like many games, we rely on Discord for support and ban appeals. Unless people look externally through search engines, ban appeals are going from 13+ to 16+. It will also make community growth and engagement harder, since Roblox still doesn’t offer some features that Discord does, such as stages for large events (developer Q&As, presentations, live events like Astral Central).

Do you guys ever listen to us? Because it seems like you guys just close all ears and ignore any feedback. You’re killing an incentive to create new games for people without prior experience or backing. Goodluck with finding actual talented developers that want to create good innovative games on your platform.

Are expedited reviews able to be done during pre-launch when the game is still private? Or does the game have to be fully public in order to be eligible for an expedited review?

Basically, if I want to release on X date and have the game be playable by everyone, am I able to request the review a few days before public release? That way, I can get the game reviewed without giving the general public access before launch.

I do not like what counts as a highly engaged player being a black box, given how many hoops need to be jumped through to even get to that point, dont see why it needs to be so hidden.

The lack of community engagement that is likely going to follow all of these changes they have been doing is really disheartening, especially in the cases of user support. I really hope we can get replacements on site for this, as I do believe there are valid reasons against having young teenagers directed off the platform. Hopefully there will be ways to have more engagement with our communities in public areas of the website, as I do believe age blocking private forum categories and chats is very reasonable as well.


I find it sad the length new developers will have to go through to have a proper unified launch, but I don’t imagine these things are ever going to be walked back. With how much disruption all these changes are causing, I just hope the result will actually be more safety. But as somebody in the 21+ age group, I don’t get the impression that a lot of chatting I see when I join a game is actually from adults as it appears very childish. So I don’t know how much good is actually being accomplished with these changes.

Roblox is basically going the route of you need to have money to make a game. They don’t want kids or young people creating games on the site they only want studio groups or older adults with knowledge and the financial means.

What are the underrated games supposed to do? How are they going to reach their 500 highly engaged player count?

How will my game survive? How will my game going to get players after updates? This is just so wrong.

Also, i mention before you didnt clarify what is a “highly engaged player” means. it seems like a corporate word that you never explained it to your developers.

This is great for games that are tailored for kids in general, but what happens if that game fails and is not above the 500 eligible threshold after 90 days, does this mean you cant refund it regardless?

So by my understanding, I can pay 100k robux to release the game to all ages, and I can also have it refunded if my game doesn’t meet my expectations within 90 days? Or how does this work?

As for “relaxed” requirements, what are these expected to be? from 500 to 300? or could we get some clarification?

This is a good change to the previous update. I’m also happy to see that social medias are now hidden from users under 16. I hope they will also be hidden in groups, because a lot of UGC groups provide links to inappropriate discord servers that allow racism, porn and other atrocities.

hold on, will this apply to social links on the plugin store???

this is extremely important for me to receive feedback and bug reports for my plugin. although i have an opt-in automated system to forward error reports to my plugin, a small fraction of my users turn it on, and i’m not going to force turning it on for everyone.

this will severely hurt my developing experience on the platform, it’s not like i had a nice time being on here anyway

Will there be an announcement for when this goes live, so we can tell if the improvements are actually working?

Will there be an appeals process for this? False flags happen a lot and having 100k robux arbitrarily eaten by some automated system is disastrous.

Any further information about the estimated timeline or size of the reduction would be very helpful. A 50% reduction is personally what I would want to see.

100, 000 robux is pretty steep. Will there be thoughts on increasing the TransfersAPI then to accommodate for high Robux cost?

refunds are automatic regardless if your game succeeds or not. the only time they don’t refund is if someone uploads rule-breaking materials
