Roblox Texture Object not respecting mesh part UV's

I do not know why I thought that textures would react the same as decals but do textures not follow UV maps like decals do. I was trying to create an animated waterfall affect using UV distortion but when I tried applying the texture not only didn’t it follow the UVs but it didnt even flow in the correct direction. For some reason I cannot find any topics related to this issue.
