S:TEC Updates.

New Fire Department Station: A new fire station has been added near the bridge. Fire department members cannot yet spawn there but the station does have working bay doors and the fire department staff can drive trucks from the other station.
Bubble Chat: Bubble chat has been added so when you chat it displays above your head.
Admin Permissions: New admin permissions have been set so the admin is less abusable and admins only have the commands that they need to do their jobs.
Removed Transit Team: The transit team has been removed and we plan on replacing it with a DOT team but that is not yet official.
