ScrollBarInset doesn't use AbsoluteWindowSize as a scalar with AutomaticCanvasSize enabled

Horizontal/VerticalScrollBarInset fails to scale descendant UI instances off AbsoluteWindowSize with AutomaticCanvasSize enabled, despite correctly offsetting the position.
