really just depends on your budget.
I would try just hiring one at first, but if you feel you need more work to be done, or dont think enough is being done fast enough, and you can afford it, then hiring another one might be a good idea!

depends on what you need them to do, it can also be based on their skill level.
generally I think that might be a good starting point, but you may have to negotiate with the scripter, as again, its based on a lot of other factors.

Having a single person have full control over how the game functions allows them to be much more immersed into how the game works, as for having more than 1 scripter / programmer, the issues with code and communications begin to emerge.
Basically, if you’re able to handle proper team work, then go for 2

Ah, that makes sense. I thought you meant you were hiring a short-term scripter. It’s a good payment if the scripter really trusts in the game’s idea and possible success.
So, sure, yeah, it’s considered acceptable for a scripter, but two may be a bit too much.
In the end, it really depends on what you feel like is best for you.
