I think he means that he will make new ones, and basically run it, for example if the game updates, he will go to the social media and post about it. Basically he will make a social account based on your product and post regarding that

Why do we need a social media person when we can do it ourselves ._. This is not another way of earning a quick buck.
It is a genuine career, usually companies will hire someone (or a team of people) to run social media accounts on their behalf.
The role is normally titled as “Community Specialist,” “Community Manager,” “Social Media Manager,” etc., and they engage with the community across social networks to answer questions, post release notes and build hype around a game or product.
This is usually the sort of role a larger company would hire for, not niche or indie developers on Roblox, but it does happen (e.g. Adopt Me!).
Although nowadays, companies are turning to bots and “cover-all” canned replies where applicable.
What he is saying is that he will run your game’s social media servers for updates and things, essentially a P.R. person.
I’m not sure if for some games 5% is fair, as there would probably be other mods on the discord server and the developers would probably send you what to post on the social media things.
