Why does one of the ads run but the other is gray out and not running

I havent sponsored a game yet but I know with some things every other line could be a different color like gray then the next one white like this to help separate the different items. It could be like this to help separate the ads but both ads say they are running so it should be running unless you dont have enough robux to pay it all.
They both say running but only 1 of them is getting clicks and all the 5k one says 0 all the way acorss
