Im not sure if this is intended to be like this but for example if you hover over publish to roblox it says publish active document to roblox and the same is with like save to roblox and such.

Yes, intended, the tool tip text is sometimes more descriptive as to the function of the action in the menu.

This is because its the same thing; they both save to Roblox
Differences
-One publishes it and the other one saves it
what is it?
publishing to roblox means that in your game by restarting the server the new update will be there
but saving to roblox just saves it so the next time you join in studio you can start where you left off
as in save to roblox the active document means
Save To Roblox = Roblox now has it 
Active Document = The place you are editing right now 
Publish to Roblox = aLL YOUR players can play the update :D"
