Someone contacted me on Roblox with a pm saying that the tools for terrain didn’t work. I didn’t believe him at first, thinking it was their mistake, but this video:
proved me wrong. I don’t have a reproduction of this place, but he said he simply opened an empty terrain baseplate then clicked the tools. I hope this is helpful.
