It is only avaliable for regulars and above
TL1 has always been able to reply to bugs, however TL1 not being able to reply to features has always been intended.

That’s unfortunate for us. The about post does mention everyone can make posts and replies, however. It has been five years though.
Yeah. I really want this restriction to be removed honestly.

Let’s hope it isn’t. Feature requests are already spammed with enough pointless commentary - it’ll just become like Dev Discussion.
Intended, not a bug. There’s several topics about allowing TL1 to reply to feature requests already. Search before posting.
