UGC Item Moderation Inconsistency

Hello Roblox Team,

I’m reporting what I feel is an inconsistency in how my UGC item was moderated. Recently, one of my uploaded items was taken down with the reason listed as “Misusing Roblox Systems.” I’m really confused by this because the item is literally just a simple cartoony shocked face. It’s family-friendly, harmless, and done in the same playful art style Roblox has always been known for.

What confuses me even more is that there are already faces on the marketplace with almost the exact same type of shocked/surprised expression — wide eyes, open mouth, etc. Some of those items are still up and purchasable with no issues. So I honestly don’t understand why mine was flagged under “misusing systems” when it follows the same idea and purpose as the others.

I want to stress that my intent was never anything harmful. I made this head because players enjoy having expressive faces and I thought a shocked/confused look would be fun. There’s no hidden meaning, no tricks, nothing that could actually misuse Roblox systems. It’s just a normal reaction face.

This makes me worried about inconsistent standards. If one creator’s shocked face is fine but another’s gets removed, then as creators we don’t know where the line is. I respect the rules and I want to follow them, but in this case it feels unclear and discouraging.

As you can see, they’re extremely similar in style and expression, which is why I feel my item may have been removed in error.

So I’d like to kindly request the following:

  • A review of my item to see if the removal was a mistake.
  • Clarification on why mine was flagged when other nearly identical shocked faces are still approved.
  • If possible, reinstating my UGC item so it can be available to the community.

I value Roblox a lot and want to keep creating fun, safe, creative items for players. I hope this situation can be cleared up and that moderation stays consistent and fair for everyone.

Expected behavior
I expect my UGC item to be reinstated since it doesn’t break any rules. I also expect moderation standards to be applied evenly, so items with similar expressions or designs (like shocked or surprised faces already on the marketplace) are judged consistently.

The dynamic head bundle that is being appealed in the report has been correctly removed, and reinstating it would constitute a deviation from enforced policies. Users are expected to carefully read Roblox’s Marketplace Policy before uploading any items.

Specifically, it was moderated because it contains accessories/makeup. Features such as additional makeup, sweat, tears, stickers, multi-colored elements, or facial painting beyond elements that define the face are not allowed.

You should not post specific item moderation appeals here (the Bug Reports category is not exactly for that), because the engineers in this channel are not assigned to review every UGC deletion. I don’t think that’s correct. It’s not really about tears because there are many UGC heads with tears, makeup, or similar details that are still up. I also tried appealing already but it was declined even though my item doesn’t break any of Roblox’s rules.

I’m just speaking generally because this seems to be happening a lot. Many UGC creators have had items removed or even lost access completely because of how the AI moderation works. It’s frustrating to see items taken down when they do follow the rules.




I don’t really understand. If stickers, tears, and similar things aren’t allowed, then why is this one still on sale without any issues?

I really don’t understand this decision. There are countless UGC items with tears that have been published ever since dynamic heads came out, and till this day people are still uploading new ones with no problem. Yet my item gets taken down. Why is this only being enforced against me? It feels completely unfair and inconsistent. Thanks for your response.

Yes, there are items with similar designs to yours, but unfortunately your head doesn’t abide by the TOS, this isn’t to say those heads should be up either and I agree on your part with how the Misusing Systems ban is inconsistent around the platform and it should be enforced harder on Dynamic Heads that violate these rules instead of letting some pass while others can’t.

I see what you mean, and I get that my item might technically fall under the rule. My issue is the inconsistency. If the rules were applied equally across the board, I’d have no problem accepting it. But when so many heads with tears are still being published and mine gets removed, it feels unfair. I even had action taken against my account over this, which just doesn’t feel fair when others remain up. I just hope Roblox enforces their own standards consistently so creators know where the line actually is, Thanks for your response.
