UGC questions (I've never touched UGC before) [Still not solved]

Ok I’m making a simple UGC item and I thought it would be cool if I put a spinning object on top of it is this allowed? also I was going to add a clickable part that would play a sound and shoot a little confetti (particles)

How would the clickable part even work? I’ve never saw anyone do that before but that’s really interesting.
